Background

The Hull and East Yorkshire (HEY) Growth Hub is part of the Hull and East Yorkshire Local Enterprise Partnership (HEY LEP) and provides quick and easy access to local and national resources along with information to support businesses to start and grow. The HEY Growth Hub supports businesses, from pre-start to established businesses, to access help with grants, funding, innovation, exporting, growth and other support. Free impartial help and advice is available through a network of business advisors across Hull and East Yorkshire who provide specialised one-to-one support.

In 2018 the predecessor of the HEY LEP and Growth Hub – the Humber LEP and Growth Hub – was successful in securing European Regional Development Fund (ERDF) monies to deliver a comprehensive package of support interventions to SMEs in the Humber region. Delivered as the #GrowMySME Programme (www.growmysme.co.uk), three discrete schemes of support are available:

  • Business Growth Scheme
  • Finance for Growth Scheme
  • ICT for Growth Scheme

Hull City Council, on behalf of the HEY Growth Hub, European Regional Development Fund (ERDF) Business Growth Scheme requires the provision of: – Following the success of the Social Enterprise Accelerator Pilot programme, Hull City Council, on behalf of the HEYGH, wishes to commission the delivery of a second Humber-wide Social Enterprise Accelerator (SEA) programme.  This programme will extend the targeted support

and guidance for Social Enterprises in the Humber that have the capacity for growth.

The Service Provider shall be expected to deliver a programme of high-quality support to a group of Social Enterprises across the whole of the Humber Geography.

There are two overall targets to achieve through the Humber Social Enterprise Accelerator: –

  1. delivery of activity to engage and support 24 Social Enterprises, with each receiving a minimum of 12 hours of support of which a minimum of 6hrs must be 1-2-1 support, including initial diagnostic and action planning activity, this must be followed up by a Final Review at least 3 months after the completion of the 12hrs of support, and;
  • Delivery of 12 one-day (7hours) face-to-face workshops across a minimum of four topic areas, which will complement the achievement of the Social Enterprise support.

The in-depth one-to-one diagnostics (Business Needs Analysis) should be used at the initial client meeting to determine business needs and to enable the development of an Action Plan of support required to achieve the target Social Enterprise’s growth ambitions.  The completed Business Needs Analysis and Action Plan must be signed and dated by the Social Enterprise’s nominated lead as confirmation of agreement.

The one-day (7hr) face-to-face workshops should be designed to support the development of Social Enterprise engaged on the Humber SEA programme but consider attendance by additional eligible Social Enterprises, as capacity allows.

Whilst the aim is to deliver face-to-face workshops, it is acceptable to deliver the 1-2-1 support through both face-to-face and online meetings, as appropriate to the clients preferred method.

The programme shall target existing Social Enterprises in the Humber that have the capacity to grow, create jobs and increase productivity.
