Supporting Apprenticeship Growth in the Humber

The Humber has seen huge recent economic changes with significant inward investment of the wind and renewables industries, and the Humber Local Enterprise Partnership Employment and Skills Board (ESB) are encouraged by the new opportunities this could bring, especially for businesses wanting to expand and young people looking for work based learning.

American industrialist and Henry Ford said “…anyone who stops learning is old, whether 20 or 80. Anyone who keeps learning stays young. The greatest thing in life is to keep your mind young”.

For me as a 63 year old, using my 20 years experience as a senior project manager for the Department of Work and Pensions, working for Chapter 3 to support those who like me are in the third chapter of their lives to have a fulfilling career beyond 50 is something I can wholeheartedly relate to.

Building Better Opportunities

November 1, 2017 - December 31, 2019

Employment and social inclusion programme for whole Humber area which is aimed at supporting unemployed / inactive people aged 25+ to move closer to the labour market.  The programme will achieve this by increasing participants’ employability skills, self-confidence, local knowledge, community engagement, and personal resilience.

Humber Learning Consortium is delivering the programme in partnership with 20 local organisations, including the four Humber Local Authorities.

Community Grants

October 1, 2016 - March 31, 2019

Community Grants is part of the European Social Fund (ESF) programme which is distributing small grants of between £5,000 and £15,000 in the Humber, East Riding, York and North Yorkshire region. The fund was commissioned through the Education and Skills Fund Agency (ESFA).

The aim of the fund is to help unemployed people progress towards employment through access to learning and training opportunities delivered by not for profit organisations in the heart of predominantly disadvantaged communities.

Hull Community Led Local Development (CLLD)

November 1, 2017 - December 31, 2022

The aim of Community Led Local Development is to use bottom-up, local community driven approaches to address issues in areas of deprivation.

Hull’s Community Led Local Development (CLLD) programme is providing grant funding support to projects which help people in Hull to access and create economic opportunities through the following key priorities outlined in the Local Development Strategy:

  • Targeted training in key work-related skills
  • Making it easier to find and access work
  • Growing Integrated Community Hubs
  • Supporting local and community businesses
  • Joined up support to increase household incomes

The first competitive grant round has now closed with the second opening in January 2019.

The programme is being led by Hull City Council, with Humber Learning Consortium providing support for the grant administration process.

In to Work

December 1, 2016 - December 31, 2018

In to Work is a back to work programme funded by the European Social Fund (ESF) and the Department for Work and Pensions (DWP) on behalf of Humber and Greater Lincolnshire LEPs, designed and delivered by MAXIMUS and their delivery partners.

The provision supports those who are furthest from the labour market, including those in entrenched worklessness, to tackle barriers which prevent them from moving into sustainable employment.

It provides personalised, tailored support for individuals with multiple barriers to improve work readiness and employability skills.

In to Work is delivered across Humber and Greater Lincolnshire through a network of delivery and outreach sites.

Inspire Me - Humber Careers Education, Information, Advice & Guidance

November 1, 2016 - July 31, 2018

The ‘Inspire Me’ programme provides face-to-face careers interviews to consider an individual’s qualifications, skills and aspirations, aligned with potential career opportunities based within the Humber and wider region and works with them to identify routes into potential careers.

The programme includes enhanced Careers Education, Information, Advice & Guidance (CEIAG) to complement the provision that is available nationally, developing links with employers and providing further activities to add value to the existing Bridging the Gap portal through the development of employer profiles and Labour Market Information linked to LEP key sectors.

The programme is also coordinating the validation of the Employability Passport and increasing sign-up of new organisations to the Humber Skills Pledge.  It will deliver a number of Careers events across the Humber as well as supporting the Gold Standard Assessment process to achieve new accreditations.

North Lincolnshire Community Led Local Development (CLLD)

October 1, 2017 - December 31, 2021

The aim of Community Led Local Development (CLLD) is to use bottom-up, local community driven approaches to address issues in areas of deprivation.

The North Lincolnshire CLLD programme is focused on effecting community-led social and economic development in the three most deprived areas of Scunthorpe.  A Local Action Group (LAG) has been created from representatives of the voluntary community sector, public sector, private sector and local individuals which will encourage projects to apply for funding to deliver projects which meet one or more of the following priorities:

  • Priority Objective 1: to address health and disability including mental health as a barrier to employment
  • Priority Objective 2: to support entrepreneurship through pre-start support and support for micro and small enterprises in the CLLD area including social enterprises
  • Priority Objective 3: to support particular disadvantaged groups into labour market participation
  • Priority Objective 4: to deliver early intervention activity which will raise aspirations within communities and address worklessness and deprivation
  • Priority Objective 5: to stimulate local level collaboration amongst local residents, the public, private and vol/com sectors, small businesses and other stakeholder

Springboard

April 1, 2016 - July 31, 2019

Employment and social inclusion programme supporting young people aged 18-24 (and a number of those aged 25-29) in the Humber get into employment or training.

The programme provides support though a Key Worker model and delivered by Humber Learning Consortium in partnership with 20 local organisations, including the 4 Humber Local Authorities.  There is a diverse range of needs-led provision including mental health support, support for lone parents and a learner support fund.  The programme also provides an employer wage subsidy.

Local Skills Report highlights green jobs skills needs and the next steps in the recovery from the coronavirus pandemic

A report commissioned by the Hull and East Yorkshire Local Enterprise Partnership (HEY LEP) has outlined plans to ensure local residents have the skills to get good jobs, both now and in the future.

The LEP’s Local Skills Report discusses future skills needs – highlighting the local area as national centre for excellence in terms of clean energy – as well as the need for decarbonising heavy industry – recommending developing skills training to ensure local people are qualified to work
