The Humber’s Growth Deals – progress so far

It is now 18 months since our Growth Deal programme started, and as the Chancellor announces £556m for Growth Deals with northern LEPs it is a good time to look at what progress has been made so far in the Humber.

A180 South Humber Bank Highway Improvements

March 1, 2019 - July 31, 2020

This is Phase 1 of a three stage programme of road and cycle improvements to the A180 and its link roads. This phase will deliver essential maintenance to two key industrial roads directly linked to A180: Moody Lane and Woad Lane, and increase sustainable travel options for cyclists and pedestrians, within key employment zones.

Anlaby and East Ella Flood Alleviation Scheme

September 15, 2015 - September 30, 2020

The scheme is to provide a large Flood Alleviation Scheme that reduces the flood risk in an economically achievable standard with ranges established by sensitivity testing.

Bridlington Integrated Transport Plan Phase 2

April 1, 2015 - August 31, 2020

The Bridlington Integrated Transport Plan Phase 2 scheme aims to expand on the work undertaken in Phase 1 and is the collective name for a further package of measures to improve the transport network in Bridlington.

 

CATCH Energy Offshore

October 1, 2015 - June 30, 2020

CATCH Energy Offshore (CEO) will deliver a £3.803m investment programme in specialist training facilities and infrastructure for the offshore wind industry. These will include indoor and outdoor training environments to deliver marine survival and a wide range of health and safety-related training.

Central Cleethorpes Regeneration Programme

February 1, 2019 - March 31, 2025

This project will strengthen the role of Cleethorpes town centre as the key driver of the visitor economy in North East Lincolnshire and will support efforts to encourage urban living.

Connecting the City bridge (A63 Castle Street)

April 1, 2017 - February 28, 2021

Highways England’s A63 Castle Street Major Scheme includes funding to provide a ‘standard’ motorway style footbridge over A63 Castle Street to link the City Centre with the prime waterfront and Fruit Market regeneration sites. This project is to provide funding for an enhanced ‘iconic’ bridge crossing to the Marina area.

Danish Buildings/Bayles House

January 8, 2018 - June 30, 2021

The project aims to facilitate the renovation of shared office space within the Historic Danish Buildings and adjoining Grade II Listed Bayles House on High Street in Hull (HU1 1PS).

Delivering Housing Growth in Hull (1)

April 7, 2015 - March 31, 2020

Hull’s Housing-led Renewal Programme is well established and incorporates many private and community sector and registered provider partners, which ensures that it is best placed to deliver 924 units of quality housing through new build, tackling empties properties and neighbourhood renewal interventions.

 

Delivering Housing Growth in Hull (2)

September 1, 2018 - March 31, 2029

Hull’s housing-led renewal programme is very well established and incorporates a range of private, community sector and registered provider (RP) partners, which ensures that it is best placed to deliver transformation of the housing market in Hull. Following the success of previous phases of the programme, a large pipeline of sites has been identified to unlock delivery of both new build housing and schemes to refurbish housing post-2018.

Development of Priory Park

April 1, 2018

The project is designed to facilitate the development of the remaining 12 acres (5 hectares) of land  at Henry  Boot Way in West Hull (6 sites) of which approximately 8.5 acres of land are within the Enterprise Zones.

Environmental Logistics Learning Hub

January 4, 2015 - June 30, 2017

Please note this project is now being monitored by the Greater Lincolnshire Local Enterprise Partnership.

The Logistics Hub will be a centre of excellence for the delivery of education and training for the ports, logistics and energy sectors. The facility will combine sector research and development and the delivery of education and training programmes to meet the requirements of employers operating in the Humber region and beyond.

 

Goole College Skills Workshop Modernisation and Logistics Hub

August 3, 2015 - August 26, 2016

The Goole College Skills Workshop Modernisation and Logistics Hub scheme is a part extension, part refurbishment scheme to double the size of the engineering and construction skills workshop at Boothferry Road in Goole and to refurbish a derelict part of the college building to provide a logistics and health and safety hub, incorporating a CSCS card assessment centre.

Grimsby Town Centre – ‘Unlocking the Potential’

September 1, 2017 - March 31, 2021

The Local Growth Fund (LGF) will be used to facilitate infrastructure works to unlock and accelerate development of three key priority sites in Grimsby Town Centre. These projects are identified in the Grimsby and Cleethorpes Town Centres Investment Plan 2016 and the Greater Grimsby Town Deal, which outline the strategy for growth and pinpoints key investment opportunities.

 

This project has now transferred to Greater Lincolnshire LEP for monitoring purposes.

Growing the Humber (2)

April 1, 2015 - March 31, 2018

Building on the success and momentum of the RGF3-funded Growing the Humber business grant programme, this project will deliver a Humber-wide approach to sustaining and growing the local economy, with reference to but not exclusively, the Humber LEP’s priority sectors.

 

Growing the Humber (3)

April 1, 2017 - March 31, 2021

Growing the Humber is a business investment scheme providing grant funding to SMEs in order to stimulate growth, investment and job creation. The project extends by £8m the current £4m LGF funded scheme which has already exceeded its jobs targets. The refreshed scheme will complement and support access to the Northern Powerhouse Investment Fund, alongside local work to improve investment readiness.

Hessle Foreshore Tidal Defence Scheme

April 29, 2019 - August 31, 2021

The Hessle Foreshore Tidal Defence Scheme involves the construction of new permanent tidal defences adjacent to the Humber Estuary between the Humber Bridge and Livingstone Road. The work is needed in this area as Hessle Foreshore is low lying and it suffered significant flooding in the tidal surge of December 2013, with flooding of up to 1m deep affecting 40 homes and 44 business premises.

Humber Skills & Capital Maintenance Programme

The Humber Local Enterprise Partnership’s Skills funding is  a £1.755 million scheme to help deliver projects that support the development of enhanced/specialist learning facilities and add value to current building stock which delivers the diverse range of post 16 skills activity in the Humber area.

Individual projects will be listed separately as they come forward for development.

Lincolnshire Lakes Flood Risk Strategy

July 1, 2015 - August 31, 2019

Please note this project is now being monitored by the Greater Lincolnshire Local Enterprise Partnership.

The Lincolnshire Lakes is a strategic regeneration project on the western fringe of the Scunthorpe urban area. The project seeks to bring forward 6,000+ homes, a commercial park, education/community/health facilities, green infrastructure and recreational and functional lakes. One of the key strategic objectives is to bring forward a flood management solution which ensures a safe development, free from flooding. It is also essential that this solution will provide additionality to the existing flood defences and improve the situation for the villages of Buringham and Gunness.

 

Repurposing Hull Old Town

October 1, 2015 - March 31, 2018

Direct intervention to draw investment, bring retail and office space back into use, and attract businesses, visitors and residents into Hull’s historic Old Town. Investment will be centred on revitalisation of Trinity Indoor Market and the surrounding public spaces, whilst making the most of the Old Town’s rich history and architecture.

 

RHICS Hempholme & Wilfholme Pumping Stations

August 1, 2018 - March 31, 2021

Hempholme and Wilfholme pumping stations are located between Driffield and Beverley in East Yorkshire, and drain low lying agricultural areas into the River Hull. It has been identified that the existing pumping stations need to be refurbished as their current asset life is limited and the pumps are likely to fail in the near future.

The Hempholme and Wilfholme Pumping Stations currently serve to reduce flood risk by pumping water from the lower level drainage system into the River Hull.

 

 

 

Skills Capital: HETA Advanced Engineering Training Centre

April 1, 2017 - August 31, 2018

Relocation of the Hull centre to a new, larger former manufacturing site. The site requires significant investment to refurbish and repurpose existing buildings to provide enhanced facilities including enlarged workshop spaces, classrooms, IT facilities, industrial training rigs and electronics rigs.

The project will increase the future capacity and breadth of training offered, enabling HETA to deliver higher level apprenticeships and deliver more in-work upskilling for adults.

Skills Capital: Humber Healthcare Academy

July 1, 2018 - October 31, 2020

This project will develop a new, state of the art “Humber Healthcare Academy” at the heart of the Grimsby Institute Campus. The Academy will provide facilities, equipment and underpinning infrastructure to support new employer-led educational pathways with a clear line of sight to careers within the local priority Healthcare sector, including registered nursing, the only dental nursing provision in the Humber and care roles.

South Humber Gateway – Highway Infrastructure Improvements

February 19, 2019 - March 31, 2022

Highways England’s A160/A180 Port of Immingham Improvement Scheme was completed in 2017, improving the strategic road connection to the Port of Immingham. This project will undertake essential maintenance on the local roads to complement the A160 scheme.

Stallingborough Interchange 1A

February 1, 2017 - May 30, 2021

Please note this project is now being monitored by the Greater Lincolnshire Local Enterprise Partnership.

The project will deliver junction improvements to the junction of the A1173 and Kiln Lane Roundabout at Stallingborough to unlock the first phase (13.6 hectares) of development of the Stallingborough Interchange strategic employment site.

Stallingborough Strategic Employment Site (Phase 1B)

July 31, 2018 - May 30, 2021

Please note this project is now being monitored by the Greater Lincolnshire Local Enterprise Partnership.

Stallingborough Phase 1B LGF funding will contribute to an extended estate road, and provide associated utilities and drainage enabling phase 1b (15hectares of development). In a prominent location on the A180 and in close proximity to the Ports of Immingham and Grimsby, the Enterprise Zone site will be very attractive to ports, logistics and manufacturing users.  The project will accelerate development for the private sector and underpin NELCs South Humber Industrial Investment Programme.

Stoneferry Road Integrated Transport Project

December 15, 2017 - March 31, 2022

The project delivers specific interventions to address major congestion ‘hot spots’ on the A1033 growth corridor in Hull. The interventions will provide improved traffic flow, especially at peak periods and improve facilities for public transport users, cyclists and pedestrians. The project includes the use of technology to provide improved communication with users of the network and to monitor traffic flow and air quality and forms an important strand within the project.

Unlocking Hull City Centre Development - Albion Square

April 1, 2017 - December 23, 2021

The project supports Hull City Centre’s transition to new leisure and residential uses. This will be achieved through delivering key development sites and supporting the conversion of empty properties where their traditional use is no longer viable. The project addresses viability issues caused by land conditions, archaeology, contamination, access infrastructure and flood risk.
